In 2023, new digital services for legal assistance to citizens will begin operating in the Russian Federation. Participants of the round table "Legal support for the development of the IT sphere: growth points in new conditions", held in the Federation Council, discussed the implementation of a pilot project in the field of digital notaries and the specifics of regional support for the IT industry.

By order No. 1353-r of May 28, 2022, the government included the content writing service service for making an appointment with a notary in the list of services that became available in electronic form, said Boris Nosko, head of Sber's expert group on digitalization of government services and services under the Ministry of Digital Development of the Russian Federation, at a round table.

In February, the electronic service “Booking an appointment with a notary” will be available in test mode on “Gosuslugi” for residents of six constituent entities of the Russian Federation
This innovation will allow Russians living in the Belgorod, Kaluga, Rostov, Ivanovo regions, the Khanty-Mansi Autonomous Okrug and the Altai Territory to remotely make an appointment with a specialist at a time convenient for them and receive information about the documents required to perform notarial acts, as well as their preliminary review.
To participate in the service, a notary will need to contact the regional notary chamber. From there, information about the lawyer is transferred to the Federal Notary Chamber and the Ministry of Digital Development, the expert explained.
The development of this project will become one of the priority areas of work of the Ministry of Digital Development in 2023, emphasized Boris Nosko.
It is necessary to inform the population about the availability of notary services through the public services portal, especially in the regions, said Irina Antroptseva, Associate Professor of the Department of Legal Support for Market Economy at the Higher School of Law of the Institute of Public Administration and Management (IPAM) of the Russian Presidential Academy of National Economy and Public Administration.
In addition, she noted, there is a risk that a notary who has formed a pool of clients for himself via the Internet will refuse visitors who come to the office. Therefore, a balance between live and electronic queues is needed, the expert insists.
In December 2022, the Legal Aid information system, developed by the Russian Ministry of Justice with the support of the Council for the Development of the Digital Economy under the Federation Council (SF), was launched in Russia, First Deputy Chairperson of the SF Committee on Constitutional Legislation and State Building Irina Rukavishnikova recalled at a round table.
The system can be used by residents of 10 regions: the Republic of Tatarstan, Krasnodar Krai, Kemerovo, Irkutsk, Kursk, Moscow, Rostov, Smolensk, Tambov and Ulyanovsk regions, she noted.

– For residents of other regions, reference legal information that may be needed in various life situations is currently available. Our committee, as well as the Council for the Development of the Digital Economy, plan to continue working in 2023 in order to expand the geography of this information system.
